Is my settlement offer fair if I still experience neck pain?

I was in an auto accident in Oregon over a year ago. I was hit by a semi-truck which caused my car to flip across the highway and roll. My vehicle was totaled and I was 7 hours away from my home in Reno, NV. I was transported to the hospital in Caldwell, ID where they did a CT scan and cleared me.

Diagnosis was whiplash which is a miracle considering the damage to my vehicle. I went to 2 doctor appointments and was recommended physical therapy. I did 3 sessions of it and stopped because the exercises they had me doing were things I could do at home on my own. I felt much better, however my neck still constantly grinds when I turn it and any amount of aerobic exercise seems to bother it and none of those things happened before the accident.

My settlement offer came in by the other insurance company. The offer includes the lien amount that goes to my medical insurance company so I would actually get $9000, however $4000 of that is direct reimbursement for my out-of-pocket costs. Since I have not continued to go to the Dr. and have just lived with the discomfort is that the best I could expect? I'm concerned about future neck issues.
