do i have the right to decline a settlement offer if i made a verbal agreement to accept, but did not sign any forms?

I was rear ended and the other driver was at fault in which she admitted in the police report. My injuries include headache, neck and back injuries. I also received injuries to my knees and right hand. I went to a chiropractor for 2 months. Now, I’ve been released and ready to settle. I did not hire a lawyer.
